Intelligence-Led

This existing model, Intelligence-Led Policing, is now being integrated to enhance public safety through intelligence contribution. Intelligence-Led Policing is a systematic approach for collecting, organizing, analyzing, and utilizing intelligence to assist the law enforcement operation and tactical decisions.

This model has several key elements to ensure that it is implemented in the appropriate way for each agency. The key elements are:

Executive Commitment
The agency leadership must fully understand the goals of Intelligence-Led Policing and be able to articulate it and have involvement from all throughout the agency.

Collaboration and Coordination
Collaboration and coordination with other agencies to leverage existing resources and enhance information sharing. This element should involve every type of law enforcement agency from federal government to the community.

Tasking and Coordination
A tasking and coordination system within the law enforcement agency allows the agency to synchronize its efforts by organizing personnel and expending resources toward strategic, operational and tactical goals.

Collection, Planning and Operation
The collection of information from disparate sources is vital to Intelligence-Led Policing. Sources include open source, community outreach, interrogations and interviews. This information must be organized, planned and ultimately assist in operations.

Analytic Capabilities
In Intelligence-Led Policing analytic capabilities must support the agency’s priorities and its decision-making process.

These capabilities include:
Collection Plan Development: identifies priority information, process for gathering information and describes an intelligence cycle
Analysis: the linking of incidents, activities or behavior to produce intelligence products
Intelligence Products: mechanisms used to communicate the results of the analysis such as reports
Operational Responses: operational decisions based on the intelligence products
Review of Process: evaluation of analytical process to identify gaps and obtain feedback from end-users of intelligence
Awareness, Education, and Training: all decision makers should be aware, educated and trained on all matters related to intelligence, criminal and terrorism behavior, privacy laws and information sharing.
– End-User Feedback: review feedback from end-users and incorporate feedback from all levels of the agency to assist in improving processes and products
Reassessment of the Process: Agency leaders must evaluate processes to assess the performance of the agency
