Emergency Management is the strategic process implemented to protect critical infrastructure and assets of an organization from hazardous risks, natural or man-made. Effective Emergency Management involves a complete integration of emergency plans at all levels of the organization and a comprehensive understanding that the lowest levels of the organization assisting the upper levels of the organization with managing the situation and acquiring additional resources.

There are four key stages to the Emergency Management process.

Phase 1: Mitigation
Mitigation is the attempt to reduce or eliminate hazards from developing. This phase differs from the other as it focuses on long-term measures to prevent and eliminate hazardous risks.

Phase 2: Preparedness
Preparedness is the continuous cycle of ensuring effective coordination, the enhancement of response efforts, and the mitigation of the effects from the hazard. Emergency planning is the key in this phase and involves:
-Communication plans
-Maintenance and training of emergency services
-Development and exercise of warning methods, evacuations and shelters
-Maintain supplies and equipment
-Develop organizations of trained volunteers to assist

Phase 3: Response
The response phase is the mobilization of emergency services to the disaster area. The efficiency of this response initiative is based on how well the emergency plan was organized, developed and is managed. The keys to this phase are collaboration, flexibility and coordination with all agencies and organizations participating in the effort.

Phase 4: Recovery 
The goal of this phase is the restore the affected area to the state is was in before the disaster. This phase is different from the response phase as response focuses on immediate needs while recovery focuses on efforts to rebuild and repair the affected area.
